Prior to the 1914-18 War Iraq was part of the Turkish Empire known as Mesopotamia. During the British Occupiation in WWI stamps of Turkey were surcharged for use. After the war it was mandated to Britain and its king, King Faisal I, was chosen by plebiscite. The British Mandate was given up in October 1932.
